The Framework Agreement on First Nation Land Management is a significant expression of Indigenous ingenuity and modern efforts to shed the colonial legacy of the Indian Act. Our team at the First Nation Lands Management Resource Centre (FNLMRC) is cutting edge, dedicated, and experienced in assisting First Nations to develop workable solutions to the everyday challenges of community led lands and resources governance. We are currently searching for a motivated and qualified candidate to fill an Enforcement Specialist position.

As part of the Framework Agreement on First Nation Land Management (Framework Agreement), the Lands Advisory Board (LAB) and the First Nations Land Management Resource Centre (RC) provide political and technical support to developmental and operational First Nations. The developmental process under the Framework Agreement consists of a series of activities including the drafting of community land codes, implementing communication strategies and community voting procedures, as well as finalizing Individual Agreements with Canada. Once a First Nation ratifies its Land Code and becomes operational, the LAB and RC provide various support services such as assisting/advising with drafting land laws, rules, procedures, instruments, as well as implementing land governance systems and facilitating agreements and other arrangements with municipal, provincial, federal or First Nation governments.
ABOUT THE POSITION
Reporting directly to the Manager, Land Code Governance, the Enforcement Specialist is the RC’s “in-house” enforcement expert. The incumbent will assist the LAB, the RC, RC senior staff and Operational and Developmental First Nations to fulfill their responsibilities under the Framework Agreement. The incumbent’s responsibilities rest in four main areas:
1. Developing Enforcement related templates and models of policies, regulations, and procedures for Framework Agreement Operational communities.
2. Assisting and Advising Framework Agreement Operational and Developmental communities enforcement matters, including agreements with other jurisdictions and liaising with organizations such as law enforcement entities and other relevant municipal, provincial, and federal representatives.
3. Building capacity, directly with Operational First Nations as well as developing and advising the RC capacity building and professional development strategy.
4. Advising the RC on Enforcement related matters.
The incumbent will be comfortable conducting detailed research, while developing Enforcement studies and management strategies for the implementation of Enforcement regimes relevant to land codes enacted under the Framework Agreement.
The incumbent must have a good working knowledge of the Framework Agreement, and the Enforcement challenges of First Nation self-government laws as well as those laws of Canada and the provinces as they might affect First Nation lands (or adjoining lands). The incumbent must also have a good grasp of the challenges in developing enforcement procedures, environmental regulations, and laws on First Nation lands outside of the Indian Act.
The position requires an individual who is proficient at consulting with stakeholders, for example First Nation leadership, staff and community members, various specialists in enforcement law, third parties, and federal and provincial government officials. The incumbent must demonstrate excellent written and verbal communication skills and the ability to work independently.
Duties will vary, although the following gives a general outline of the tasks involved:
- Lead the development of strategies for improving the enforcement of laws under the Framework Agreement for Operational First Nations.
- Provide detailed analysis of existing laws, Enforcement regimes on reserve lands, and related policies within a variety of jurisdictions.
- Review draft laws and develop model laws related to First Nation environmental and land management issues.
- Assist in the development and preparation of law and enforcement implementation plans.
- Assist in the development and preparation of an awareness campaign.
- Conduct First Nation workshops and community meetings to discuss community regulations, laws, liabilities, obligations.
- Develop various processes that might apply to several First Nations such as joint enforcement initiatives.
- Present at broader regional or national workshops on enforcement topics.
- Manage Enforcement research projects, including managing consultant specialists and budgets.
- Assist and Advise First Nation communities on compliance strategies with relevant First Nation laws (or any other related laws).
- Design a capacity building strategy on enforcement issues.
- Advise the RC on Enforcement related matters.
To be considered for the positions identified above, or for future consideration, please demonstrate how you meet the following essential criteria:
- University or other post secondary degree in enforcement or a related field.
- Experience working with First Nation communities.
- Experience working with multiple stakeholders on horizontal files
Experience in one or more of the following:
- developing enforcement strategies, including related policies, regulations and procedures preferably outside of the Indian Act.
- applying legal systems and regulatory regimes to resolve environmental issues.
- Iimplementing laws, regulations, and procedures preferably outside of the Indian Act.
The following essential requirements will be assessed at a later date, either through an interview, written assessment and/or reference checks:
- Good understanding of the Framework Agreement on First Nations Land Management.
- Knowledge of enforcement issues affecting First Nations in Canada.
- Ability to undertake detailed analysis of laws, regulations, and policies.
- Ability to work independently and as part of a team.
- Ability to communicate effectively orally and in writing.
- Effective interpersonal relationships.

- Must be willing to travel.
- Candidates must possess a valid Driver’s License and access to a reliable personal vehicle.
- Candidate must work from a home office environment and be centrally located to facilitate travel.
Due to the amount of work with First Nation communities, preference may be given to candidates with Indigenous ancestry.
